"NMA Certifies One of Its Largest Housing Choice Voucher Programs as SEMAP High Performer"

11 Consecutive Years of High Performer Status, In Partnership with Nan McKay and Associates

San Diego, CA, February 2, 2026 — Nan McKay & Associates (NMA) today announced that one of its largest housing voucher programs (HCV) in South Florida has earned for the 11th consecutive year SEMAP High Performer from the U.S. Department of Housing and Urban Development (HUD) for FY 2025. NMA supports this program through a long-standing multi-year management partnership. Maintaining this status requires consistent accuracy in income determinations, rent calculations, inspections, reexaminations, lease-up rates, and enforcement of housing quality standards.

HUD’s Section Eight Management Assessment Program (SEMAP) designation is the federal government’s primary performance benchmark for Housing Choice Voucher programs nationwide. A High Performer rating is awarded only to programs that score above 90 out of 100 points, reflecting excellence across key indicators including program administration, financial management, housing quality standards, rent reasonableness, inspection compliance, and timely service to participating families.

The HCV program currently administers approximately 19,900 Housing Choice Vouchers annually. Sustaining a High Performer designation for more than a decade underscores consistent operational discipline, strong internal controls, and a long-term commitment to program integrity.

About SEMAP
The Section Eight Management Assessment Program (SEMAP) is HUD’s annual evaluation system for Housing Choice Voucher programs. Public housing authorities self-certify performance data following the close of each fiscal year, which is then reviewed and scored by HUD field offices. Programs are assessed across 14 core performance indicators, with additional bonus measures related to housing deconcentration and opportunity access.

Programs scoring above 90 points are designated High Performers, while those falling below established thresholds may face corrective action plans or funding limitations. SEMAP status is widely regarded across the housing sector as a key indicator of operational quality and compliance.

"Park City Communities Housing Authority Earns HUD High Performer Designation"

Bridgeport, CT, January 30, 2026 — Park City Communities Housing Authority (PCC) and Nan McKay and Associates (NMA) today announced Park City Communities has been designated a High Performer under the U.S. Department of Housing and Urban Development’s Section Eight Management Assessment Program, commonly known as SEMAP, following HUD’s most recent evaluation of the agency’s Housing Choice Voucher program. PCC rating is 94%, scoring 133 of a possible 145 points for the fiscal year ending September 31, 2025.

Public Housing Agencies receive a SEMAP High Performer rating when they achieve a score of at least 90 percent across 14 federally defined performance indicators. These indicators measure core aspects of voucher program administration, including rent reasonableness determinations, housing quality inspections, waiting list management, and timely use of federal funds.

The designation reflects Park City Communities’ compliance with HUD requirements and its performance in administering federal rental assistance to Bridgeport residents who rely on the Housing Choice Voucher program to access stable housing in the private market.

HUD uses SEMAP scores to evaluate program management nationwide. Agencies that receive a High Performer rating may be eligible for national recognition from the Department and may receive a competitive advantage when applying for certain HUD funding opportunities.

Park City Communities administers approximately 3,200 Housing Choice Vouchers in Bridgeport, alongside nearly 2,500 public housing units. The Housing Choice Voucher program provides rental assistance that allows eligible households to lease housing in the private market while ensuring units meet HUD quality and affordability requirements.

Nan McKay and Associates provides Housing Choice Voucher program administration services to Park City Communities. The firm supports day to day program operations, compliance functions, and reporting requirements in coordination with PCC staff and HUD oversight.

SEMAP evaluations are conducted annually and are intended to ensure accountability, protect federal housing funds, and promote consistent program delivery across local housing authorities.

For Bridgeport residents participating in the program, the designation indicates that the agency is meeting HUD’s operational benchmarks for managing rental assistance and working with landlords and families to maintain program stability.

The five-year re-accreditation recognizes NMA’s continued compliance with American National Standards Institute (ANSI)/IACET Standard for high-quality continuing education programs. Accredited Providers are the only organizations approved to offer IACET CEUs, a nationally recognized benchmark for professional training and certification.

For more than 15 years, NMA has maintained accreditation through IACET and provided CEUs through its certification classes, supporting affordable housing staff and housing professionals working across housing choice voucher (HCV), multifamily, Low-Income Housing Tax Credit (LIHTC), and public housing programs.

Nan McKay & Associates honors innovative Stockton redevelopment providing housing and support for transition-aged youth 

 Stockton, CA, November 14, 2025 — Nan McKay & Associates (NMA) has named the Housing Authority of the County of San Joaquin (HACSJ) a recipient of the 2025 NMA Housing Award, recognizing its leadership in developing Calaveras Quarters, a transformative project that combines permanent housing and wraparound services for transition-aged youth and former foster youth in San Joaquin County.

Currently in operation, Calaveras Quarters converted a former 121-room motel on a 2.14-acre site in North Stockton into 69 units of affordable, stable housing designed for youth at risk of homelessness. The project pairs permanent supportive housing with on-site services—including case management, mental health care, educational and employment counseling, and life skills training—creating a holistic environment for stability, healing, and independence.

“Calaveras Quarters represents a remarkable transformation in Stockton, converting a once-blighted motel into an affordable, stable housing complex for transition-aged youth,” said Jessica Quan, Director of Occupancy and Housing Compliance for HACSJ. “We are honored to receive the 2025 NMA Housing Award and grateful for our partnership with the State of California Housing and Community Development’s Homekey program, the City of Stockton, and our service partners, who collectively are moving the needle on permanent, affordable solutions for the unhoused.”

Critical funding for the project came through California’s Project Homekey initiative, which accelerates the conversion of underutilized properties into permanent housing. Additional support came from the City of Stockton, which contributed American Rescue Plan Act funds, and the Health Plan of San Joaquin, which furnished all residential units. Together, these partners are demonstrating how public investment and local collaboration can produce lasting, scalable solutions to youth homelessness.

Nan McKay & Associates honors community-driven summer meals program in Howard County

KOKOMO, Ind., October 30, 2025 — Nan McKay & Associates (NMA) has named the Housing Authority of the City of Kokomo (KHA) a recipient of the NMA Housing Award in the Resident Service Award (Small Agency) category, recognizing the agency’s swift, community-wide response that kept students fed when state funding for summer meals was withdrawn.

When Indiana announced it would not participate in the federal SUN Bucks program — a summer nutrition initiative that had helped families cover food costs during school breaks — the decision left local students without access to daily meals. In response, the Kokomo Housing Authority rallied churches, nonprofits, and public partners to launch the Howard County Summer Lunch Program, which delivered more than 3,500 meals to 780 students through neighborhood distribution sites.
